There are two official paths. One is a free appointment so you can pick up a cheaper copy at a PSA outlet. The other is an online order delivered to your house or sent as a digital file. Booking a slot is free. Paying for the document is not. Use only government or authorized sites — fake “PSA appointment” pages exist.

PSA Serbilis has been offline for upgrades since November 2025. For online requests, PSA currently points people to Helpline.
Option 1: Book a free outlet appointment
Walk-ins are no longer the default. Book first, then go on your slot.
- Open appointment.psa.gov.ph on your phone or computer.
- Click Book Appointment. Read the privacy notice and click I Agree.
- Choose the purpose (usually copies of civil registry documents).
- Pick your region, then the CRS outlet. The slot is valid only at that branch.
- Enter your full name, active email, and mobile number.
- Enter the OTP sent to your email (check spam). It expires quickly.
- Choose document type: birth, marriage, death, CENOMAR, or CENODEATH.
- State your relationship to the document owner (yourself, child, parent, etc.).
- Pick a date and time from the open slots.
- Confirm. Save or print the slip with the QR code. Bring it on the day.
What to bring: the appointment slip, a valid ID of the document owner, and cash for the copy. If someone else is claiming it, they need an authorization letter or SPA plus IDs.
What you pay at the counter (typical walk-in fees): about ₱155 for a birth, marriage, or death certificate; about ₱210 for CENOMAR or CENODEATH. Fees can change — confirm at the outlet.
Miss the slot? Rebook. You cannot reuse an old QR.
Option 2: Order online (no branch visit)
Use this if you want delivery or a PDF.
- Go to psahelpline.ph (or GCash → GLife → Government → PSA Helpline).
- Choose the certificate and who it is for.
- Fill in the owner’s details exactly as they appear on old records (spelling of parents’ names matters).
- Choose how to receive it:
- printed copy on security paper, delivered
- pickup at selected National Book Store / Robinsons branches
- e-certificate PDF (needs identity verification)
- Pay. Common channels: GCash, Maya, cards, 7-Eleven, Bayad, Palawan, DragonPay.
- Save the order reference number. Track it on the Helpline status page.
- If someone else will receive the package, complete the online Letter of Authorization (ID photo + selfie).
Typical Helpline prices cited in 2026 guides: about ₱365 for a delivered birth/marriage/death copy; e-certificate around ₱290; CENOMAR often higher. International orders cover processing only — you still arrange the courier. Metro Manila delivery is often next working day after release; provinces take several working days.
Who can order online is limited. Usually: your own birth/marriage/CENOMAR, your child’s, or your parents’. Death records are more restricted (spouse, parent, child).

Avoid getting stuck
- Type names and dates the same way they were registered.
- Use a real email; the OTP and slip go there.
- Do not pay anyone to “reserve” an appointment. The portal is free.
- A PSA copy does not expire, but DFA and some schools want one issued within the last six months.
- If the record is not in the PSA database yet, you will get a negative certification and may need to file at the local civil registrar first.
